Requesting the Joint Committee on Government and Finance study the
roles and responsibilities of state and local governments in
flood damage prevention.

Whereas, A study is needed to determine how state and local
governments can coordinate programs to be more effective in flood
damage prevention; and

Whereas, West Virginia's mountain and valley terrain makes it
very susceptible to flooding and severe flood damage; and

Whereas, State government's response to the 2001 floods in
West Virginia was successful, but very costly and exhaustive to
many agencies and their personnel; and

Whereas, The coordination of various governmental agencies
responsible for flood damage prevention may be needed in order to
avoid inefficiency in preventing future severe flood damage;
therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to study the roles and responsibilities of state and
local governments in flood damage prevention; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
